What is the Charleston Peninsula Plan?

The Charleston Peninsula: Our Community, Our Future, Our Plan is a City-sponsored, community-driven master plan to guide the growth and evolution of the Charleston Peninsula for the coming decades. It seeks to build on the City’s unique strengths, address challenges, and foster a shared vision for the future. The plan will be adopted by City Council and used by the City, its partners, and stakeholders to make decisions related to priorities such as water, neighborhood design, mobility, and economic development.

Focus Areas

These focus areas were chosen in response to what we heard from community members during the creation of the Charleston City Plan.

Water First

How can we enhance our relationship with water on the Peninsula? What priorities and values should guide future redevelopment along the waterfront?

Peninsula
Mobility

How do you get around the Peninsula now and how would you like to get around in the future? How can we make best use of our streets?

Neighborhood Design

What would you like to be able to do, see and feel in your neighborhood? How can we achieve more and better public spaces, and more housing options?

Economic Development

How can we support an economy on the Peninsula that provides more value to residents? What can the City do to attract and sustain more local and minority-owned businesses?

This planning effort will also be guided by the Resilience and Equity Framework established by the Charleston City Plan, which follows these core beliefs:

  1. An agenda to build resiliency of a community must begin with achieving equity through a racial equity lens; and all strategies for resiliency should prioritize addressing existing disparities and protecting vulnerable communities from any unintended negative impacts of new policies or investments.

  2. There are existing disparities that deny certain communities equal access to opportunities and healthy environments; and increase their vulnerability to disasters and climate-related displacement.

  3. Communities are inherently stronger and more resilient when we can meet the unmet needs of all community members. 

Process

We are currently in Phase Two.

PHASE ONE: Approximately 6 months


This initial phase of the project establishes a strong foundation for the project by helping our team reach a holistic understanding of the community’s opportunities, challenges, needs, and aspirations.

Phase 2 - Testing Ideas

PHASE TWO: Approximately 6 months


This phase of work builds upon the thorough and solid understanding of key issues established in Phase One and explores a range of potential solutions.

Phase 3 - Final Plan

PHASE THREE: Approximately 3 months

With support from the city and community, the plan and recommendations are finalized and documented in this phase of the project.
